With the project, it is aimed to demolish the adjacent damaged public structure on Halaskargazi Street and replace it with the construction of a municipal service structure that prioritizes contribution to the urban texture and city life. The development of the building parcel is the Municipal Service Area (BHA). In this context, the floors above the street level of the building were designed as municipal services office. 

The areas at Halaskargazi Street (ZK) and Hrant Dink Street (B1) levels were used as exhibition halls in order to strengthen the public use of the building. With these spaces open to public purposes such as permanent/temporary exhibitions, promotions and fairs to be organized by the relevant units of the municipality, it is aimed that the building will become a socio-cultural focus for its surroundings.

 

A multi-purpose hall with a capacity of 50 people has been designed for office and public purposes on the B1 level. The existing substation at B2 level is located at the same place in the design due to the necessities. The common wet areas of the shelter, technical areas and public areas have been solved on the B2 floor. 

 

There is a 4149 m² construction area with circulation areas, terraces and balconies, shelter and technical spaces, including 962 m² office, 74 m² multi-purpose hall, 372 m² exhibition hall.

 

In order to make the public nature of the building understandable/clear, the facade plane has been retracted at both street entrances. This retreat was made three floors high on the street front and two floors on the street front. 

Floor balconies have been arranged on the Halaskargazi Street façade in order to change the continuity of adjacent office buildings in almost a single plane when it comes to the public structure and to offer semi-open space to the offices. On the façade of Hrant Dink Street, natural light and fresh air were provided for the offices with the repetitive occupancy-space order in the office floors, after the retreat, which would allow both public entrance and intervention to the transformer center.

Plan Solution for Narrow and Long Parcel

 

In the plan scheme, it is aimed to keep circulation and service areas to a minimum in a narrow and deep parcel, and to obtain maximum undivided spaces by providing circulation that will support publicity. In this context, fire stairs, elevators, wet areas, floor service points, technical shafts, etc. required by the Regulation on the Protection of Buildings from Fire. needs solved on a 3.4m tape; Thus, the remaining 8m clear rectangular area could be kept open for flexible use, open to light and fresh air access from the façade and the backyard. The service area (office spaces) and the serving functions (circulation, WC, kitchen) in the building are separated by a projected corridor on each floor. Based on this plan scheme, the carrier system was also solved in two openings in the short direction. 

 

In the middle courtyard, natural light is provided up to the ground floors with the transparent roof covering at +5.50m elevation and gallery spaces. 

Fire Escapes and Open Bridges

 

According to the Regulation on the Protection of Buildings from Fire, since the height of the building exceeds 21.50 in both blocks, it is necessary to have at least two safety fire stairs in each block on each floor where there is no transition between the blocks. However, if transition bridges are built between two blocks from the level where the masses are separated, the requirements of the regulation can be met with a single fire escape in the short block. One at courtyard roof level  the other two are located at the level of the last two floors of the short block  With 3 open steel bridge facilities:

 

a. In the short block(Hrant Dink Street-B-Block)  single protective fire escape was sufficient,  In the area opened, the wet area and the office space with access to the façade have been solved. Efficiency has been increased in the floor plan solution.

b. Direct circulation is provided between the office spaces in both blocks on the courtyard levels where the blocks are separated. Efficiency has been increased in indoor circulation.
